I agree with the idea that you should do some more research other than just asking us here but this is a good place to get some supporting opinions.
I think that there are too many strings tied to the money. The fact that the feds are requiring that the money be spent on certain programs, like increasing the amount of unemployment benefits and welfare programs, limits any State Government from accepting the money. This stimulus money will only last 2 or 3 years and then the states, many are currently struggling to fund the budget, will have to pick up the bill to keep these elevated programs running or risk losing all federal money in the future. Perhaps Mr. Sanford feels that his state could not afford to keep these programs after the federal dollars run out.
There is also the case that many in the GOP (and maybe a couple democrats) see that borrowing money to get out of debt is insane and opposes POTUS’s big spending bill when the country can’t afford to spend that heavily. A Governor is responsible to the state they were elected in not the federal government and therefore must do what is in the best interest of the state and her people.
He has chosen to join a number of other Republican Governors who believe the Stimulus will hurt their state in years to come with mandated spending pushed down by the federal government.Without the funding needed to continue paying for increases in social programs.Such as employment insurance increases for additional workers who suffer job loss and extended joblessness due to poor economic conditions.
He feels that if he accepts the stimulus funding for these program increases the State’s citizens alone will be on the hook for keeping these levels up long after the federal funding dries up
Some feel this is irresponsible during the current economic crisis and feel he should consider the impact on those who would directly benefit from the funds,mainly elderly the unemployed and economically challenged (poor) people,you know those who cannot easily defend themselves.
Of course his decision holds a great deal of political meaning and will no doubt solidify Gov.Sanfords re-election chances among Republicans.Who at least recently,have proven themselves to be somewhat less compassionate conservatives than they would have once liked you to believe.
Either the case of the strings attached(you accept Govt money you do it on THEIR terms) or because the Country doesn’t have money to give. I’m not sure what the case is, but it would seem to me the idea is for you to do the research yourself, not ask us to look it up for you.

Why should he have to? If he can get along without it, I say more power to him.
