Is it Illegal In Florida to have your car parked in your apartment’s visitor’s parking lot without a tag ?

I recently bought a new car, and had the registration and title done, but hadn’t fixed the tag on the car yet. Turns out that the towing companies gleefully towed it away, telling me it was illegal for the car to be parked in My own apartment’s visitor lot without a tag, were they right ? or is it ok for a car to be parked in the lot , and only liable for a ticket when its driven around without a Tag ?

Illegal Tampering With My Handicapped Parking Sign In My Handicapped Parking Space At My Apartment Complex?

I have an assigned Handicapped Parking Space with a Handicapped Parking sign in front of my apartment in the apartment complex that I am living at.

Two weeks ago I found my Handicapped Parking Sign with the broken post laying face down on the ground. The apartment maintenance man came and reset the Handicapped Parking Sign in the ground again.

This evening I found that my Handicapped Parking Sign has been illegally tampered with again with evidence with the sign and sign post being rocked back and forth in the ground creating a bigger round hole in the ground.

I was afraid that my Handicapped Parking Sign would be stolen, so I was able to take the Handicapped Parking Sign out of the ground WITHOUT NO TROUBLE and took the Handicapped Parking Sign into my apartment.

I am going to be talking to the apartment manager tomorrow (Friday, October 30, 2009) to have the Handicapped Parking Sign reset in the ground again.

Besides talking to my apartment manager about the illegal tampering of my Handicapped Parking sign and having my Handicapped Parking sign reset in the ground again, what other steps can I take to prevent illegal tampering with my Handicapped Parking sign?

The apartment complex used to paint a Handicapped Parking symbol in all of the Handicapped Parking Spaces in the apartment complex but the apartment complex no longer paints Handicapped Parking Spaces and has completely switched over to Handicapped Parking Signs.
I talked to the apartment manager at 8:30 AM today about the illegal tampering of my Handicapped Parking sign and the apartment manager is REFUSING to anchor my Handicapped Parking Sign in concrete but my Handicapped Parking sign will be reset in the ground.
To Chiliswoman/Teddy: At 9:00 AM this morning I talked to my local ILC-CIL about the ADA and Handicapped Parking and the person that I talked to mentioned said the very exact thing about a blue symbol painted on the pavement and no sign which enables for anyone to legally park in my Handicapped Parking Space.

If the apartment complex owner does not keep resetting my Handicapped Parking Sign, then how do I go about in getting the apartment complex owner fined???
To Chiliswoman/Teddy: Thank you for the information. It is very much greatly appreciated! My Handicapped Parking Sign was reset on Friday, October 31, 2009, 4:30 PM. The apartment maintenance man said that if tampering occurs a third time the apartment management will get the police involved and the apartment maintenance man also said that he wants to reset my Handicapped Parking Sign in concrete if tampering occurs a third time.
To Mark: The Handicapped Parking Space IS MINE by assignment by the Apartment Management. I had the right to take my Handicapped Parking Sign into my apartment based on the fact the apartment maintenance man told me to take my Handicapped Parking Sign into my apartment the first time that tampering had occurred so I knew it would be all right for me to take my Handicapped Parking Sign into my apartment the second time that tampering had occurred. The second time that tampering had occurred with my Handicapped Parking Sign was extremely loose in the ground that ANYBODY could have taken my Handicapped Parking Sign out of the ground with ONE hand without no trouble.
To isotope2007: Yes, MY Handicapped Parking Sign that is being used to designate MY Handicapped Parking Space which has been ASSIGNED TO ME by the Apartment Management. MY Handicapped Parking Sign is being provided by a local Towing Company.
To isotope2007: Yes, MY Handicapped Parking Space that I am using to park My motor vehicle. I requested the Apartment Management to give me a Handicapped Parking Space in the location that I PERSONALLY CHOOSE in which the Apartment Management complied with my request.
