I live in Florida, can a new landlord charge prorated rent based on market value rather than actual rent value?

We just moved into a new apartment. The landlord is telling us that they need more money due to the fact that the prorated rent is based on “market value” not the amount of rent we are being charged
Is this legal? Everything I read on prorated rent relates to a portion of the rent and does not list anything about “market value”
